I feel like they should only be used in a way it will be useful (like here it's only mandatory to use them in public transport, or for grocery shopping etc.) and this I feel is okay, because it's a minor part of a persons personal life that's affected... It's not a requirement that the masks are a different type, all that is needed is that they cover mouth and nose, which means that there's lots of options if you can't afford to buy single use ones.
However I don't believe in the use of masks for other activities such as outdoor walking, and just minding your own business, if there's not a "real" danger of being infected. (which there isn't here at the moment), I could see this in places where the infection is rapidly increasing, and people get together in larger groups. Like the intervention need to be proportional to the actual situation.
