is when you pay a fixed amount every month for the utilities and then its calculated at the end of quarter or year (or whatever your apartment wants to do) how much you've actually used of the utilities and then you either get money back or have to pay more. usually i get money back

I didn’t pay for utilities in student housing in the uk it was part of the rent hmhmhm

but I think I would have paid for it if I lived in studen housing here
