Yes. Now that I have said I don't want to give her anything she has said she can't meet me this week or next week anymore.
I would feel used. You mentioning to her that she did not get you a gift is relevant, so she is wrong there. It is pretty easy to notice when a person does not put in the same effort in a friendship and it is not that weird to do the same. I would ask her for a gift and see how she deals with that lol.

She said she doesn't want to give me a gift because she couldn't give me one on my actual birthday. But at the same time I can't give her a gift on her birthday so she wants one before. She said it was an unnecessary comment that I said she didn't give me one. She says it's okay that I don't give her a gift but she keeps arguing about it.

I don’t like the concept of giving gifts with the expectation 
of receiving something back anyway because things happen 
and it’s kinda unrealistic to assume people will always have the funds
to do the same in return.
gifts are nice, but if all the person can do is a simple acknowledgement 
that it’s my day, I’m appreciative of that too!

I might question myself as to why I gave a gift in the first place
