sure, but often people won't even consider it a possibility that they have a choice in this. they just blame social media for being evil. idk how people are so uncritical and helpless. 
I mean if you aren't looking into trying to do something about it, but just complain, sure i can see it. I don't think that it is as easy as it seems to some people thought. Even if they wanted too.

We could have to ask why we overstimulate or become addicted thought. Which factors in our everyday lives would make this the preferable choice? Which issues may we be hiding from? Which needs ain't met? Why don't we necessarily have the energy to go out to fix some issues and instead pick up our phones? There are the external factors of the apps (why we choose them in the first place), and the internal ones (why we stay, e.g. easy gratification, notifications and inbuilt addictive behavior,  attachment to old posts).
