maybe in some case, but it would only add a lot of unnecessary negativity to the city and people will start hating each other more
Even if it means you would get bullied back doesn't mean the other person isn't hurt

If you do mean that your definition of bullying differs then you should say that instead, word your arguments properly
Perhaps that would add unnecessary negativity to you but a lot of people would see it as having more fun!
It's not good for the younger generations to grow up overly sensitive and constantly having to worry about hurting other peoples feelings in the long-run either.
