Well matted locks are made of matted hair though, and if people with darker skin pigment uses the term matted hair why can only they use the term dreads, and still use matted while whiter people can't say that their hair is dreaded because it would be racist??

Yes it does! There are no general rulles determing what is socially accepted and what not. I live in a country were it is totally ok to dress up like a black celebrity, like Beyonce complete with blackface. This is not frouwned upon at all! In america this is not ok. It's racist even. 

Your culture determs whats socially wrong. CA does not exist everywere. It does to you, true. But it does not to me or my country. You can't say someting is right or wrong in another country when you're not from that country.

yeah, after EVERYONE called them out on it and it raised so many questions about the racist history and nature of the character.
