It's really complicated but, to the extent of my knowledge,  Ashkenazim are those that come from Germany and the surrounding area, so I don't think Russians and Ukrainians count but it depends on peoples definition. Nowadays people refer to Ashkis as just generally northern, southern and eastern European Jews so I don't know.
from what I know it's really European jews, without Sefaradi Jewish people in The Spain area
