Do you seriously not understand how these things work? We will never have a perfect system because there is no way to individually calculate which age is ideal for each individual person. That's why we have the average age, which is when MOST people are suitable for certain things (like driving or drinking age).

Everyone who has made the "19 and 17 year old" argument when I said people over the age of 18 shouldn't bully those under the age of 18.

If you murder somebody, your intention would be solely to kill them. If your intent wasn't to kill them but you do, then it is not considered murder. Murder is a killing where the intent is proved. 

When used as nouns, kill means the act of killing, whereas murder means an act of deliberate killing of another being, especially a human.
