Of course tell them that you'll listen, check up on them every now and then. Offer your help in certain situations - Not necessarily just ask what they need, that can be hard to answer on sometimes. But offer doing something for them etc.
Honestly there are lots of ways to be there for your friends when they are going through hard times, and it doesn't always have to be by telling them that you'll listen and be there, it's about showing it more than anything. Because if you don't seem to care, words mean nothing.
When they do vent, be compassionate, that could be by saying that you're sorry that so and so happened, or coming up with suggestions to how to distract your friend from certain thoughts or feelings. Whether it's distractions they can do alone, or if the distraction is you keeping them company. If you don't live too far, offer to bring something for them - maybe snacks or something. Because who doesn't like eating when they are down? (However unhealthy that might be, food is great for any emotions)
