Since sims 3 is an old game you don't need much to run it. If you want to see if your pc can run games you can check it on systemrequirementslab.com
What you want with a pc/laptop is at least a Intel - i3 and you definitely want a ssd. Also could you name the other steam games you have? Because you might want something better with heavier games.

to be fair mine was around 500euros and it definently cannot run sims, even just with a couple packs, so it's better to be one the safe side if u have the money for it anyways
