i just put enough water in so it's about 1 cm over the rice like this

just put in some water, but not more than one 1cm more than the height of the rice in the pot and you can always add more water.

It's also important to turn up the heat of the stove plate for a short time and then turn it down and reduce the heat and let it simmer (occasionally stirring it and add water if needed) till the rice is cooked. 

But idk that's just my method because I hate if there is still excess water at the end.

i guess the rice will be wetter?? since the excess water isnt evaporating but that dont mtter much to me since i only ever cook rice to fry it up later

The rice and water ratio is 1 to 1.5, so if you are making 4dl rice, you need 6dl water. Add rice and water in a pot, put on the lid, turn up the heat and then turn it down to 1 when it's almost boiling. It will take 20 minutes from the point where it has almost started boiling. There is not supposed to be water left when you're done. This is for jasmine rice, it might be different with other types.
