No, it's actually build in most computers, so they're accessible for people who has a reduced vision (Basically : old people)
Simply press ctrl+shift+y, then it'll read every paragraph you swipe your mouse over.

All the way in the top beside the text colors and undo buttons there is an arrow down and when u click it there should be a function to "read out loud"
