I think we have a response time of like 5 minutes but I dont call cops its annoying when youre trying to joy ride and every 3 miles u see a cop

I never call the cops if I can help it.
What is upsetting to me tho is I have a neighbor who is like, level ten mentally ill and I can tell she's slipping but there's no one to call for a wellness check other than the police, and I know that's never actually helpful
so she's just over there suffering because her family doesn't check on her and anyone who tries to talk to her gets lashed out at.
but who do you call cuz no matter who you call they just send cops
