albert isn't a common name in norwegian either, for the record, but it's far more common than alfons:

thank you for ur insider info as a norweigian, i was genuinely curious but not didnt rly have the energy to start googling. But yeah that makes sense then, tbf alfons is pretty much solely associated with the character in swe i feel like, at least in post alfons generations haha,  but if it's so uncommon it basically doesnt occur in norway the change feels logical still

16 people is very few, and according to ssb, only 5 of them has it as their only first name so I would guess that not all 16 people with the name use it. I think I can think of a few infrequent names but it's hard to find something that is 16 persons or less 
I would assume that Albert is associated with the character in Norwegian
