well, he didi on the German server and it ended in huge discussions and people leaving, because some got fans retracted for not even going against the rules, Kaj just thought they were. Problem: you can't always be 100% sure

Kaj had nothing to do with the rule update.And this is a rule that has always been there. We did not add the calling out part. It's calling out someone in a malicious way that is the issue.

Here's an example scenario:
I'll use mods as an example. If Alana (Frisk) were to make a thread that said : "Chandelier is such a witch. I hate her so much. You all should hate her too." That would be an example of calling out in the form of a personal attack.

If Georgia (Loveisalaserquest) were to say "I love Ali. She's so sweet" That would not be calling someone out with malicious intent. The idea is that you calling someone out in public should not be to bash them or make them look bad.

You can call people out in polite and civil manner. As soon as you become verbally abusive  to the other player with rude  comments and names, then it's malicious intent and you can be punished.

I think that rule is more geared towards threads, shouts, etc. made just to publicly bash someone. It's okay to say "I think that comment sounds a little racist or homophobic" but it's not okay to insult them or make a new thread, shout etc. to say how mean, racist, etc. that you think they are being. Like Alana said, just don't cross the line between civil and malicious. I hope we're making sense. If not, you can mail one of us

If your friend knows that you're joking, that's fine. We're not going to be THAT strict. But the problems we were having is that a lot of people were being excessively and unnecessarily rude to people just because they felt like they could. If you're playing around with your friend though and we recognize it, we're not going to do anything. It's usually not hard to tell the difference between friends joking around and people who are actually fighting one another in a thread.
