The rule is specifically for what has been happening lately with users making threads with no content or posting to reach achievement. It's all about the context. We can tell the difference between spam and a user doing it for a specific reason.

If the thread holds relevance, I don't see an issue with it being bumped if the communication is still on going. I know you have a thread sharing recipes, since there is still relevance regarding the original topic of the thread, it should be fine to keep open. We'll review the threads before closing and if you disagree with a thread closure regarding this rule, you can always send a message. 
I'm sorry but aren't the rule very misleading then? If the rule says "A good rule of thumb is to not bump any thread more than a week old. Threads older than this, if bumped, will be closed."? If those are the official rules I mean? I don't know... But I guess the answer is enough for me to know what to do myself now but if someone just read the rules for example, then they would avoid to do things that are actually ok etc idk

it was more about not being able to talk about a certain site at all, not even confined to a special thread that was made for that purpose, as many people do want to talk about it...

If rules are made with a "you know what I mean" attitude then there will be misunderstanding and that ain't good for no one. Things shouldn't be "up for interpretation". Not saying all the rules are like that, just saying that it's good to ask questions where there's unclarity, or you will get a t-o for things that are insinuated to be uncool in the rules, but wasn't clear.

Then no, the rules have stated that there is no discussion of it and it has been like that for awhile now. Now that we have a designated rule for it that everyone can see, we will be able to be more strict about it.
