other than her attacking other cats in a previous foster home, being a bad influence on her sister (the sister cat is doing much better n is much more social than mine) and the previous owner acting weirdly when giving the cats back, nope
ideally my foster cat would be at a foster home with zero other cats but there are already way less foster homes than necessary

We do have the right to simply decline a family who wants to adopt, if we dont think the family is suited for the cat. I've done that 4 times, because their behavior when I showed and introduced them to out cats, worried me. of course I talked with my boss whom I agreed with me and kindly told them that we didnt think any of our cats really suited them.
After being declined, did any of the 4 return to try again?

I know without a doubt, I could never foster.. Ok, I could but only 1 time, especially if it required specific treatments due to it's health/medical conditions... I'd end up loving it and the forever home would ultimately be my house.
