norwegians allegedly think they're direct but a french person wrote a piece regarding how confusing norwegian culture is to outsiders so it's definitely culturally dependant. regardless, most people aren't fully socially inept and say things directly like "you are dumb" because you generally don't want to fuck up the conversation
