On the second one now tho I spritzed a bit of water int he lid just to try cus I heard it can help if u have a hard time getting enough steam so we will see

Ye steam helps it rise!! 
But if it refuses to its either the yeast isn't strong enough or u may be kneading it wrong bc I think that's kinda important
